Each member has the option to turn on the rich text editor on their own Forum Prefrences page. This page is located on their Profile screen.

They will see 2 choices:

Preferred Text Editor: Simple - Text Only Advanced - With Formatting Tools

If a member has the advanced editor enabled they will have an Insert Image button they can use to allow images to be inserted directly into the body of their post.
